Proposed Bill Could Offer More Choices

A bill passed through the U.S. House of Representatives recently may bring more choices to South Dakota cable customers.

The Communications Opportunity, Promotion, and Enhancement Act of 2006, if passed, will allow cable companies to obtain what is being called a national franchise, which may make it easier for cable companies to offer service to customers.
The federal government currently gives cities jurisdiction and control over the cable companies in their area. Cities are free to negotiate with cable companies over franchise fees, possible free service to city buildings and the use of public education channels.

“The federal government is being heavily pressured by companies like AT&T and Verizon who don’t want to meet with and step through hoops of city governments,” said Tom Simmons of Midcontinent Communication. “And while the Senate Commerce Committee has passed the bill, there are some senate members who say they still have some very serious questions about it.

“From the position of our industry there are some important things that are missing in the senate bill, such as whether or not the cities will lose their jurisdiction if the national franchises are created.
